Resource Management Team

The Morton School District is committed to supporting the whole child—academically, socially, emotionally, and physically. The Resource Management Team (RMT) is a collaborative process designed to identify students who may need additional support and to implement targeted interventions before considering formal referrals such as Special Education, 504 Plans, or Medical Plans.

What is the RMT Process?

The RMT process brings together educators, parents, and support staff to:

  • Identify and understand a student’s specific needs

  • Review current and past interventions

  • Develop new supports and monitor progress

  • Determine next steps if additional services are required

This team-based process is required before a referral can be made for:

  • Special Education services

  • 504 Plan accommodations

  • Medical Health Plans

When Should I Make a Referral?

Any staff member, parent/guardian, or community member who notices a student struggling in one or more areas—academically, socially, emotionally, or physically—may begin the RMT process.

RMT Process Overview

Step 1: Referral Submission

Complete the RMT Referral Form.

Submit the form to the appropraite staff member depending on the building the student attends:

Upon receipt, staff will begin the information collection process by gathering relevant data from staff.

Step 2: Initial Team Meeting

Once all the data is collected, an RMT meeting will be scheduled. Parents/guardians and relevant staff are invited. The meeting includes:

  • Review of Referral – Led by Tami Muth or Kimberly Thompson

  • Collaborative Whiteboard Session – To identify:

    • Student strengths

    • Areas of concern

    • Past/current interventions

    • A target need and goal

    • Success criteria

    • Action steps for school/home

    • Data collection methods

A review date (6 weeks out) is set, and a summary of the meeting is shared with involved staff.

Step 3: Midpoint Check-In

At approximately three weeks, a survey is sent to staff to assess student progress. If progress is not evident, Tami Muth or Kimberly Thompson may move the student to Step 4 for further review.

Step 4: First Review Meeting

Facilitated by Tami Muth or Kimberly Thompson, the team will:

  • Review the goal and collected data

  • Evaluate what worked and identify continuing concerns

  • Decide whether:

    • The goal has been met (and move on to a new need), OR

    • The goal should be revised, and another 4-week cycle begins

A summary is sent to all relevant staff, and a follow-up meeting is scheduled.

Step 5: Second Review Meeting

Led by Tami Muth or Kimberly Thompson, the team reconvenes to:

  • Reassess progress and evaluate success

  • Determine if:

    • Another need should be addressed (return to Step 2), OR

    • A formal referral is necessary

If a referral is warranted, the appropriate form is completed and forwarded:

  • Special Education Referral – Sent to the School Psychologist

  • 504 Plan Referral – Sent to the 504 Coordinator

  • Medical Plan Referral – Sent to the School Nurse
